How to cancel current work visa in Abudabi to work in Dubai without ban;completed 1 year now here in Abudabi?

I am working as A/C technician in Abhudabhi for last 1 year now i got better chance in Dubai for the same trade how can i cancel my current visa without ban. I heard that it is possible according to the new law. Please post me the procedure as it is very urgent.

If you have an unlimited contract and stayed with your current employer for at least one complete year, you can resign by giving a 4 weeks notice. Your work visa has to be cancelled by your present employer. For your new employer you need a NOC from your present employer, otherwise you'll get a six months ban automatically. In Dubai it is possible to pay a fee to the Labour Department to have the six months ban lifted. The amount of the fees relate on your job category and are paid by your new employer.

This is not new. New is, that you do not need a NOC letter no more after having completed 3 years with your last employer.
