The answer to your question is YES. But this is the reality.

The amount you have mentioned - which is AED600- will allow you only to be a bedspacer. A bedspacer is a person who will share a room with 4 or 6 other people within the room sharing a common toilet & bath.

If you are inside Dubai, the rate is AED 500 to 700 per month excluding water & electricity. Including then you have to shed additional AED 100 to 150.

The farther you move away from Dubai City the cheaper the cost is. For example, Al Rashidiya bespace is costing around Dhs. 450 as a start.

If you are thinking of having your own private room then you can think of AED 2500/month as starting.
