Stadium of turin?

does anyone know if it is possible or not to visit the stadium of turin (delle alpi) when there are no matches. and if so when and how to go there by public transportation.
how to go also to the olympic arch, the big red one in the olympic village.

The San Siro stadium in Milan has public tours, but Stadio Delle Alpi does not. You can get into the stadium during concerts - there's a Vasco Rossi concert there in September, and The Police in October.
