Wind Chill Advisory north of Kansas City.?

How low is it going to get tonight in Kansas City. Are we going to be in it since the artic air is coming down to Kansas City. What does a Wind Cill Avisory mean any way

Tonight it is suppose to be around 12 degrees according to www.weather.com.

Wind Chill is the "feels like" temp when wind is taken into account along with temperature. I live in WI and we have a wind chill advisory until noon on Sat. Right now it's 10 degrees but with the wind chill it's -30 degrees.
