Yes, people are being persecuted and have been exterminated as NATIONS at this moment, and throughout history. The Jews, the Roma people and the Serbs are the most commonly known ones. I suppose that you could say the same about the African American people throughout their plight and slavery and racial discrimination, for they have been discriminated only because of their race. The same goes for Mexicans in the US now. What have they contributed with 'their attitude&treatment of others" to be brandished as immigrant scum? Nothing. They're simply being discriminated on the basis of their nationality.

The Serbs have paid their price for being Orthodox and for being Serbs. Everybody with a decent educational background knows it and has heard of the holocaust and the notorious Ustashi death camps. Catholic priests were converting Serbian children or murdering them in the most imaginable beastly ways. This is an American source:

That all depends on your relative position to said persons NATIONALITY, attitudes, or opinion of their treatment of others.

Sometimes, people from differing cultures find it hard to understand each others positions due to being very culture-centric and ignorant of the customs and feelings of those without.

One might also consider the fact that when one nation goes to war with another nation, they generally do not consider everyone in the opposing nation as an enemy combatant. So, we could not generally say that people are enemies simply because of nationality. But, rather those of the opposing nationality serving in military capacity.

Likewise, everyone in an opposing nation may not hold the same viewpoint as the ones within that nation considered to be your enemy. Which means they may not all have the same attitudes, or manner of treating others.

Unfortunately - yes - but it's also fear of the 'unknown' ignorance of another's ways/customs/beliefs - usually passed on from parents/teachers/preachers etc. Usually it boils down to narrow mindedness - this does not just apply to uneducated people - even people highly educated have been known to behave this way too!
