Entering the US with a criminal record?

I obtained a CR 2 years ago for making a false statement to obtain a medical. No arest was ever made or jail sentance requied, however a I had to pay a fine. Is this consider fraud and will this stop me entering the US and would I need to obtain a VISA.

Check with local and immigration authorities about whether or not you have to report to anyone. If it asks anywhere, be honest. Lack of honesty will most likely land you with more charges. I don't think that would stop you from getting a visa, but I really don't know for sure. I do know that you will get additional charges if you don't report something when you're supposed to.
