Overseas GPS?

I will be moving to Syria and want to get a GPS system for my wife that will work there. Does anyone know one that will work there? All I am finding for the middle east will only work in Saudi Arabia, Oman, Qatar, UAE and Kuwait.

And by the way The United States Government does not allow the export of GPS units to Iran, Libya, N. Korea, Cuba, and Syria....

Yeah, its going to be hard, a lot of those stuffs don't even work in Alaska
