Can anyone tell me what to really expect from Puerto Plata? i.e. women, locals, partying, etc. few 27yr olds?

A lot of fun, many places to hang out, bars, Hotels/Resorts, beaches, golf clubs, excursions, and many more things. (about the girls you can meet them everywhere)

Well Puerto Plata is wonderful it depends what you want to do:
Parties there many night club, you might want to go to el malecon to hang out with the locals by the shore and sometimes live bands.
theres the amber museum which is nice, theres central and the central of the city, theres a water park agua plash,
there are also the beaches with are so nice and if your in an all inclusive resort they have fun activities at night. They also sometimes give discounts at the hotels for really nice clubs.

Hi!, Yes, Puerto Plata is the place to be. Night life is 100%.
For you I would suggest to book a hotel/resort in the Playa Dorada area (15 hotels) and recommend you (depending your budget) the Blue Bay Resort (adults only) or Gran Ventana Beach Resort. There are other hotels of different
category so look for it. Mangu Disco is at 10 min walk. The town Puerto Plata is at 15 min, and believe me you will have plenty oportunity to meet the girls (women) of your dream(s).

The party towns on the north Coast are Sosua and Cabarete. Puerto Plata is dead compared to them no matter what you are told.

All inclusives are terrible and you don't get to see the culture. The reps tell you that it is dangerous outside the AI's which is a LIE.

Listen to me and you won't be sorry.
