Can you go hiking near Denver if you live near downtown and don't own a car?

Yes, in a roundabout way. Take the BX bus from Market Street Station to Boulder. It's best if you bring a bike along on the bus. When you get to Boulder Station (last stop), go north 4 blocks to Mapleton Ave and west until you see a trailhead. If you get lost, just ask any of the locals where the Mount Sanitas trailhead is. You can lock up your bike and be hiking a beautiful ridgeline in about 1 hour from Denver, all with no car.

Otherwise, you can just go for walks along the river in downtown.

not exactly hiking, but the Cherry Creek trail goes for miles...
my hubby walks it during work every day, and it's beautiful and there are lots of interesting people on it (some more than others...)
