What is the best bar in Buenos Aires?

I fly to Buenos Aires tonight and want to know the best place to get a drink and people watch.

I like Milion restaurant and bar on Parana just off Santa Fe. It is an old mansion converted to a restaurant/bar with many rooms and a grand outdoor staircase and some outdoor seating. It has been discovered by the touristas but still fantastic to people watch in a grand setting. http://milion.com.ar/
