You can ask a company in France or England to sponsor you. Otherwise, no.

If you are so good to want working in France or England why you are not using your mind and arms (or both) to do something good for your country?

You should find out first at their embassies what are the requirements, or wait until Jan 2007 for Romania to join the EU, and than it should be easier
